Fiscal Support Entity (FSE) Services

The concept of "self-determination" is based on the principles of freedom, authority, autonomy, and responsibility. The self-determination movement influenced the development of consumer-directed options for providing services and supports. For some individuals and their families and support networks, a consumer-directed option provides the flexibility and individualization needed for success.

Most consumer directed options require that the person or his or her legal representative complete a Community Support Plan. Plans outline the person's goals and the resources needed to meet them. Before resources can be used, the plan must be approved by the persons' case manager. Once a plan is approved, the Fiscal Support Entity or FSE works with the person to manage their resources, track spending, complete the hiring process for employees and reimburse approved expenses. We can also assist people who are interested in becoming their own employer in completing the required process.

Community Involvement Programs has been involved in consumer-directed services as a Fiscal Support Entity since 2001. We have contracts with Anoka, Dakota, Dodge, Hennepin, and Ramsey counties. Individuals in other counties may also use our services pending their host county approval.
